could someone explain what exactly the the logic behind their BS1, BS2, BS3… scheme?

I mean there is no volume discount so why not say, maximum purchase 4, 1 ticket = 15 and then have users select qty up to 4?

I still don't understand the difference between BS1 x 2 and BS2 x 1

If i do the latter it is $9 shipping and $7 the latter.

Why is it like this?
